Thomas Spencer is a research fellow in climate and energy policies at the Institute for Sustainable Development and International Relations. He has an academic background in the public law of climate change, and energy economics. His research focuses on European climate policy, particularly in Eastern Europe. Recently, he has focused on the linked between resource prices and the micro- and macro-economy in the USA and EU.
